The Commission on Peace Officer Standards and Training (POST) is recruiting to fill a permanent, full-time Information Technology Specialist I (ITS I) position in the Learning Technology Resources Bureau (LTR) in the Field Services Division.

This position supports POST's mission through the POST LTR Bureau, which is dedicated to researching and developing advanced technology for training California law enforcement. The POST LTR Bureau currently features POST's Learning Management System (LMS), an instance of Blackboard known as the POST Learning Portal (LP), and numerous high quality interactive self-paced training courses and videos for over 100,000 learners/users. 

Under the direction of the Information Technology Supervisor II, the incumbent performs a broad range of tasks in the IT Specialist Client Services, Business Technology Management, Software Engineering, and Project Management domains (refer to the Duty Statement for more information). The incumbent will be one of the two lead LMS Administrators ensuring the continuous and successful daily operation of the LMS for all stakeholders. Effective and daily collaboration and communication is expected with other support staff, instructional designers/project managers, engineers, analysts, vendor staff, and law enforcement.

Working Conditions

This position is located at POST headquarters in West Sacramento, CA. The office is located in a two-story building with a business park setting.

Regular and consistent attendance is critical to the successful performance of this position. 
This position is Hybrid and may be eligible for telework, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

3. We define “web application troubleshooting” as Tier 1 up to Tier 3, which is a deep technical analysis of complex issues, often involving end-to-end diagnostics across client and server environments. Often requires using advanced tools and system access to server-side or application logs. Incumbents need to know web architectures, interpret JavaScript errors, and be proficient in using tools to narrow or eliminate all possible “work-around” options before escalating to other engineers.

4. Have you been employed to do any web development using HTML, CSS, and JavaScript (i.e., no WYSIWYG editor)? Yes or No

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Experience with the following:

  • System administration, preferably LMS administration
  • Customer support with excellent customer-facing communication and strong technical skills
  • Web application troubleshooting, both client browser and server-side issues
  • Web development with HTML, CSS, JavaScript
A degree in a technical field (e.g., Computer Science, Software Engineering, etc.) is preferred as is experience in any of the following:
  • Learning Tools Interopability (LTI) and SCORM specification standards
  • MongoDB, Python, and JSON
  • MS Azure and/or AWS cloud environments 
  • Editing, encoding, and managing media (i.e., graphics, streaming audio and video)
